SPONSORING RADIO 2000FM

Community Broadcasting license is subject to some constraints when it comes to broadcast of promotional material. Community stations can sell sponsorship announcements, not advertising.

By definition, Sponsorship should have a 'tag' attached to every announcement; an advertisement does not need a 'tag'. A 'tag' is defined as an acknowledgement that the station is receiving financial support in cash or in kind for the broadcast of the sponsorship announcement. A sample sponsorship tag is "Company X is a proud sponsor of 2000FM".

There is a TIME limit of 5 minutes of sponsorship announcement applies to any hour of broadcasting. The 5 minutes includes all elements of promotion such as music and announcement.

Thus, the Broadcasting Act (1992) states that 'sponsorship' is the broadcast of a promotional message that has been paid for either in 'cash' or in 'kind', is tagged and limited to 5 minutes within any broadcast hour.

Exclusions: Tobacco products and pharmaceuticals cannot be promoted on-air. However, stations can do announcements that promote alcohol products as long as abuse is not promoted.

Further detailed information and discussion of issues related to 'what is' and 'what is not' sponsorship is available on Community Broadcasting Association Australia (CBAA) Handbook on www.cbaa.org.au.

2000FM Sponsorship Policy

Sponsorship content is limited to 5 minutes in any hour (Broadcasting Services Act 1992 Sch 2, Part 5 Clause 9 (3)), and every sponsorship announcement should be clearly "tagged" (Broadcasting Services Act Sch 2, Part 1, clause 2(2)b).

In line with the community broadcasting Code of Practice (Code 4) 2000FM will ensure that:

"Sponsorship will not be a factor in determining access to broadcasting time."

"The content and style of individual programs is not influenced by the sponsors."

"The station's overall programming schedule is not influence by its sponsors."

In addition to the above, all sponsorship shall be subject to the following conditions:

"All sponsorship arrangements shall be recorded on a standard contract approved by the management."

"Sponsorship will not be accepted from registered political parties or from companies that promote tobacco or gambling."

"Sponsorship will not be accepted from persons or groups whose policies or practices are inconsistent with the policies of 2000FM and its license."

"Sponsorship announcements should be produced in a style and form consistent with the polices of 2000FM or as directed by the Board from time to time."

"2000FM reserve the right to refuse any paid announcement."
